Site Assessment
Address both natural and man-made risks; quantity and reliability of utilities; and administrative constraints which may be imposed.

Programming Studies
Determine floor area and power/cooling capacities required to support projected needs in the future.

Development of Design Criteria
Determine levels of availability and reliability required; and cost of alternatives to facilitate the decision-making process.

Site Development Considerations
Risks which cannot be avoided must be mitigated, such as seismic, micro-flooding potential, high wind levels, etc.

Reliability Studies of Existing Facilities or Systems
Review of design documentation, inspection of existing conditions, and physical testing can be employed to predict the ability of systems to achieve design goals in terms of single-points-of failure, maintenance by-pass capability, fault coordination studies, circuit integrity, etc.

Physical Security and Blast-Resistance Analysis
Define the threat level and alternative solutions to protect personnel and equipment (and ultimately, the data).

Integration with Disaster Recovery Plans
Project requirements of hot sites and other D.R. functions can be overlaid with those of the data processing center to determine what cost savings might be realized by their combination.

Network Mapping
In this era of partially-distributed processing, some critical functions may have escaped the hardened data facility.  This study traces such processing functions and the cabling interconnections to identify “soft spots” in the overall reliability protection.

Command Center Design
Develop room lay-out and aesthetics and provide appropriate infrastructure commensurate with the criticality of these operations.

Data Room Lay-outs
Devise equipment lay-outs which maximize future flexibility while minimizing initial floor occupancy, plan for parallel operations when new equipment is introduced, preserve appropriate under-floor cooling, and minimize cabling conflict at the PDUs.
